4S Vibrate sometimes louder?

Hello, does anyone else notice that sometimes the vibrate actually makes a noise, while other times it is just the normal vibration. Mine tends to fluctuate. Is this common or reason to swap a phone?

It depends where your phone is laying. On the bed not so loud on a hard table louder.
