4S wallpaper wont appear in lock screen?

Hey folks, just set up my new iPhone 32GB 4S from a backup of my 3GS which seems to of worked great however my initial finding is that my wallpaper wont appear when the phone is locked...just the battery logo and clock.

I have changed wallpaper 3 different times, and chosen 'both' each time and still just shows the battery level.

I have also tried changing the lock screen wallpaper seperately with no joy. Is this a common glitch or just me?

Oh won't change on home screen either? Wow didn't see that… I always set up as new phone.
