5 bars to No Service?

How in the hell can you go from 5 bars to 1 bar/No Service in the same area?

Heres the deal. ATT apparently added service in this smaller town near me that has always been previously known dead zone. Anyways, there was 5 bars of EDGE for like 3 weeks then it's seemingly back to being a dead zone again.

could have been a testing period or something went wrong and they needed to turn off service to run maintenance (diagnostics).

Other possibility is that a ton of people decided to start signing on/switching over to AT&T and so the tower is being overloaded.

I understand the testing period but if you add a tower doesn't that mean their should be service regardless? I'd only assume with cell strength that good there is a new tower somewhere.

There aren't exactly a "ton" of people in this area that I'm describing.
