Is there really that much of a difference, and is it one that I would notice on a 13" late 2007 (Santa Rosa) MacBook?

Where (what sort of use) do drive RPM speeds make a noticeable difference?

Yes, there's a big difference. Your system will boot faster and all applications will start faster. Almost everything you do will be faster and it's worth it
