I'm pretty sure it just refers to a drop-in locale-specific bundle (e.g. the type of power adapter for the MagSafe) that works in your country.
 
Well I use the regular ones I live in canada.. Has anyone else seen this on their configurations?
 
I guess.. But the macbook has an american design which means the original wall plug is probably following american (thus, canadian) standards.. So im guessing if it was the wallplug every american and canadian would have this country kit no?

I think the country kit refers to the manual and documentation needing to be in both french and english? I think all products sold in Canada must have the two official languages represented.
