why is this? seems like it stays on 100% a whole lot longer like 30 minutes of use before it starts to go down ever since i jailbroke it then it goes down pretty fast once it passes 98%. Did i d/l a bad jb tweak or is this normal?
 
If it's really dropping noticeably fast and faster than typical once you go below 100% then it could be a tweak--have you tried it without any tweaks to see if it's still happening? However, if it's dropping as usual but is simply faster only in comparison to how long it usually takes to drop from 100%, then that's fairly normal as battery usage isn't really linear.

This has happened to me since 4S or 5. It still happens with my 5S. However, my iPhone isn't jailbroken. I don't really pay any attention to it anymore since I still get the same amount of usage consistently that I'd expect from a full charge.

Your battery meter isn't calibrated correctly. I'd tell you not to worry about it, but I'm sure you'll post 15 more times in this thread.

Anyway, it's just a calibration error.

sure, I'm not the moderator, but that doesn't mean I can't ride you a little bit for making redundant battery threads, especially when you've got a huge (redundant) battery thread going already.

Like I said -- it's your percentage meter. It's incorrectly calibrated. I'd say you could let it die then charge it all the way up to 100%, in my experience this helps calibration, but I don't want to be attacked by apple fans copy/pasting boilerplate battery advice from the website :p
