6+/6S+ optical stabilization only works in Camera?

It seems to me that the optical image stabilization is only activated when using the native Camera app. I'm using a 6S+ and videos taken in apps such as snapchat seem much shakier than those taken with the camera app. Is anyone else seeing this or is it just me?
