What method did you use to see the fps of the output file?

opened in vlc, went to 'window, 'media information'.. and looked there.

Don't use VlC as your determinator. Use your eyes.

Take a test clip while walking with the camera and moving it around while filming at both 30 fps and another similar test at 60 fps. Then view them in the native photos app. 60fps is noticeable by eye instantly. Everything is smooth. 30 fps you'll see jerkiness when the camera moves or pans.

VLC LIE !!. command plus I in quicktime tell the real frame rate. thanks guys. solved now
