so how do companies track their OSX Licenses?

They can't. If you have 11 macs and only 10 licenses, theres nothing stopping you from installing on the 11th. Apple is the only ones that sells the OS and the Hardware so every mac has a legal copy of OSX that comes with the computer. If you buy a family pack of osx (5 licenses) its only 1 disc with your promise not to install on more that 5 computers. Its identical to the 1 user disc with you promise to install on only 1 computer.
Apples uses the honor system when it comes to osx licenses.

gotcha

OS X Server is different. It requires each computer to have a different serial number, and each machine uses a program called serialnumberd that polls the network segment for any boxes with the same number, and if so, both defunction.

OS X, client, this isn't present. Yes, you can have one OS CD and install on more than 1 Mac without a license, but this is technically against the law.
