Was the $99/$199 Refurb iPhones a One-Time Thing?

I'm considering purchasing an iPhone and I remember reading about $99/$199 refurb 8gb/16gb iPhones being sold by AT&T. However, when I go to the AT&T's At&t's refurb page I see them for $150/$250. Am I looking in the wrong place or was this just a one-time thing?

The promo that you were referring to lasted till Dec. 31. I don't know if At&t will repeat it again though. Somewhat the same promo like Apple's refurb iPhone 4Gb 1st Gen for $149, lasted for a limited time.
