iPhone 6gb left and iOS says storage almost full use icloud!

This in ios 11.0.2 i have about 6 gigs of free storage on my iPhone 6s however the ios says storage is almost full.

And a shameless plug advises to use icloud to Store photos !

Also who’s going to upload 6 gigs of photos videos to icloud?! My isp upload speed is lower and icloud doesn’t work much!

I've got 45GB of photos and videos in iCloud and it works great, but I agree those nudges are annoying.. Also the one that tells you to upgrade your iCloud storage because it's almost full.
