I want to change the frequency I have to use the numeric Passcode to as long as possible. New iPhone, iOS 9.0.1 - - - in settings the only option am getting is immediately. I have never had an iPhone with a thumbprint authenticator before and I have enabled Apple Pay. Is this normal?

Yes, it's normal when using TouchID. It's very fast, you may not even see the lock screen when using it.
 
Then what is the purpose of Touch ID?! I mean, if you have to enter a passcode anyway it seems to be a useless thing. Sorry, I must be missing something here.

You don't need to enter the passcode, just use TouchID.

You don't have to enter your passcode, you click the home button, and just leave your (registered) finger on the button, and it will unlock. The phone will require you to enter your passcode if it has been more than (can't remember, 24 or 48 hours) since you last unlocked with a fingerprint, as well as after you turn the phone on from being completely off.
