iPhone 7.05 known wifi sync issue resolved in 7.1?

I am new to Apple and came here because of the USB sync between iOS and OS X. My iPhone 5 shipped with iOS6.x and all worked well, until he updated to 7.x. After the update, Notes could only sync via iCloud. In South Africa with insanely expensive data., limited "cloud cover" and unreliable mains power supply, direct sync is essential.

Then an update to 7.05 also killed much of wifi functionality including sync.

I now consider updating to 7.1 but will this cure the wifi sync issue? What else will break when I upgrade?

Apple already is sold at a premium and here we pay up to 55% more on top of that. Not exactly premium service, then.

It's been broken for about a year so don't hold your breath it will be fixed any time soon.

Everything in my chain is apple and still it doesn't work properly.

Thanks for the heads-up. Will take some getting used to, like driving a Roller Phantom with a misfire and an oil leak.
