7600 revival

I have a 7200 that works great, I found a 9500 motherboard that boots and runs off the power supply, just doesn't fit in the case. I have a 7600 that clicks like it will turn on but immediately stops. I'm using all the hardware that works off the 9500. I'm not sure but does the 7600 need a rom to boot or power on?
