8.2 can no longer download/update apps

Found a critical bug that I can't seem to get fixed on live chat with apple right now... But weird go on sons iPad to download a app he needs to do his school homework. I get a "Verification Required" popup hit continue and I get a window that says there is a billing problem with a previous purchase and shows a VISA card haven't had in a long time...

Yet login to account via computer its the correct card on file of an American Express and no billing errors...

Sounds more like an issue with your iTunes account than an iOS 8.2 bug.

Do you have Restrictions enabled? I ask because any time I get "Verification Required" with Restrictions enabled I cannot verify. So my quick suggestion is to turn off Restrictions if they are enabled and try again.

No not it live chat ended up contacting iTunes department who had to work some magic... But finally fixed it.
