I wouldn't get the second model you listed. It's a 2006 model that doesn't support 64bit EFI which might be mandatory for future OS X versions.

Considering that they have the same price tag, take the first model you listed (2008).

I agree. Actually, that's 2007 Mac Pro but still 32-bit EFI ;) :(

1800$ for 2.8GHz 8-core sounds like a decent deal, I would go for that.

Not necessarily. Might be a upgraded 2006 model as well.
2006 and 2007 machines are exactly the same. The only thing Apple did in 2007 was offering quad core Xeons, which can be put in a 2006 model as well, so no firmware issues in this case like it is with the 2009/2010 models.
