Yeah, just got my 1.83 core duo MBP with applecare used, and its hot as hell, I am seriously afraid that I am going to burn my self or set something on fire  it goes to almost 90 and the fans DO NOT spin a single rotation!
I have download smcfancontrol 2.3? and fan control and they don't seem to want to do anything, so I am really baffled right now!
Oh yeah, I'm on 10.5.3 about to be 5.5 after a restart.

What app are you using to read the temp and fan stats?

If you feel they're accurate, you should take it to the nearest Apple Store or authorized Apple Repair Center as soon as possible.

However, you're notebook should automatically power down before any damage is caused by excessive heat.

fancontrol smcfan and temperature monitor all read the same. And they all say that the fans are at 0 rpm, and they are. Should I reset PRAM? Does that affect fans?

You could certainly try a PRAM and/or SMC reset, although I still recommend taking it to a repair center.

so the computer is completely quiet save for the hard drive?

take it in ASAP and don't use it until then.
