9.3.1 battery usage not showing

brand new iPad, no restore, the battery usage statistics frequently disappear after it goes down to about 50% battery, with a message saying "usage times will be shown after iPad is fully charged."

kinda frustrating especially since the iPad it replaced also refused to EVER show any usage data after iOS 9.
