Where have you been since 9.3 beta 5, beta 6 and beta 7? Navigation has been "back" for a long time now. It was only a temporary thing in the first half of beta builds.

Nope.
Can't open the Notification Center with the Pencil.
Can't open the Control Center.
Can't open the split screen multitasking panel.
Can't drag the split screen handle.
Can't move the picture-in-picture window.

If by "general nav" you mean "scrolling" then yes, that works fine.
