iPhone orders must be shipped to at&t billing address?

I am using my brother's upgrade to buy the 4 so went to www.apple.com to run through the process to make sure I picked up all the correct info. I went to checkout with a white 32gig 3gs in my basket and in very clear letters under the name/addy area is listed : "iPhone orders must be shipped to AT&T billing address".

I know others have said you can have the pre-orders shipped to addy of your choice but...... is it different for pre-orders? I sure hope so, I won't be at my billing addy on the 24th! Is this a policy change? Checked out apple site but didn't find any info r/t pre-orders.

Last year I was able to ship my 3GS to my work location on pre-order day.

Yeah, lots of people have said that, so that's a plus. I have never pre/ordered from apple.com so have no clue.

Hopefully it's the same as the 3GS pre-orders where you can choose a different shipping address.

Looks like this is the case this year.... .others have started to complain about it.
