Apple stores no longer taking Iphone 4 reservations

Tried setting up a reservation via the App Store app since AT&T has royally screwed me over a minor technicality and was greeted with this screen at every store in the Phoenix area. Browser-based store won't let me set up a reservation either, but doesn't say anything like this.

believe reservations/pre-orders begun later for other regions, but all US reservations and pre-orders were filled on the 15th.
