I am on a family plan and am an authorized user which gives me the right to make changes to my family plan even though Im not the account holder (My brother is, he is currently in Sweden)

This may seem stupid but I got to ask:

Can I create my own individual account at an Apple Store and then get it put onto my brothers family plan? Doing it this way since all ATT stores are sold out and Apple Stores dont allow authorized users to make changes.

If that works, it brings up another issue, if I transfer the account to my family plan, I would have one extra line on the plan that will not be used. Is there any penalties for canceling one of four lines on a family plan?

BTW this iPhone 3G would be the ONLY iphone on the family plan.

Yes, you can add a single line to a family plan or convert one line of a family plan to its own account. But, no mater what you do, you will still have to pay a ETF unless you use one of the other loopholes available.

I'd have to pay an ETF when I transfer a individual account to a family plan line?
