Just got my new iMac and wanted to add a dock to second monitor while in target display mode.

A-Dock X will allow another you to add a dock to the second monitor. Been using it and working great so far.

to move the dock hold shift key and click on A-Dock X and slide it along the edge to second monitor :)

Thanks. I have been looking for that forever. It's one of the main reasons why I have never gone multi-mon in OSX.
 
Dragthing will do multiple "docks". At least 15 years old.

For my most used apps I just drag them to the finder window, then they are there forever
