First question is:

On my iPod touch (3g) it won't pick up my location; how can I solve this?

Seconds question is:

Is there a way to create an app without using a mac? (or spending money)

Third Question is:

Is there any way without jailbreaking the iPod to get a picture behind the app pages?

1.)have you turned on location services? Settings > General > Turn on location services

2.)No, not an app. You can create a link to a website on the home screen.

3.) No, you have to jailbreak
 
Enter the google maps application and press the button with the small circle on it the bottom left corner. The map should zoom to your current location.

Should, but doesn't. Just comes up with your location could not be determined.
 
Where about's are you? In a very rural area? Or very built up area without direct line of sight to the satellite?
 
lexusssss, you postet your iPod touch question in the iPhone forum and got a iPhone answer I guess.

Afaik, the iPod touch doesn't get its location via satellite, but via WiFi. And this only work with certain WiFi Hotspots.

You'll need to have wifi to pick it up, since you don't have 3G or EDGE (for assisted GPS) and you don't have a way to download maps without an internet connection.

Supposedly, there is at least one app that says it can create apps for you and you don't need a mac. How useful it would be is questionable. Other than that you need a mac.
