A good local maps app?

I don't think that title is very clear but what I want to do is find a good mapping app that allows for pinning or note taking, but does not send data anywhere. Does anyone know of anything like this out there?

Hi Kylekai,

That's exactly what I mean. I want it to be interactive enough to allow for notes and pinning. I'm planning on using it for research and was hoping for an app that could do this instead of paying for an actual map and for the lamination and backing(which so far comes to around $100 in my area).
