I have noted this bug for a long time and reported to Apple recently. I just want to share with you. Please let me know if you can reproduce it or you have seen it before.
Here is my bug report. Note this bug may exist on platforms other than described below. I have been able to make it happen on a MacBook pro retina in Apple store.

Mid 2011 MacBook Air 13", OS X 10.8.4.
Procedures to reproduce the issue:
1) Use Mission Control (the F3 key) to create one more desktop (D2), in addition to the original one (D1);
2) Open any application, for example iTunes, in D2. Note windows of this application should have attribute "Assign To None" which you can check by ctrl-click its icon in the dock and move mouse to 'Options';
2) Open a Safari window in both D1 and D2 and make sure each Safari window is the current active window in both D1 and D2. Windows of Safari should have attribute "Assign To None" as well;
3) In D2 Safari window, go to http://stackoverflow.com/questions/...enerics-and-forward-declaration-in-delphi-xe2, a website where you can ask IT questions. Hover mouse cursor over one of the arrow buttons on the website which are used to promote or demote the quality of the posted IT question, until a FOOTNOTE explaining the purpose of clicking that button appears next to the mouse cursor;
4) Now, without moving the mouse cursor, switch from D2 to D1 using swipe gesture on Trackpad. You will notice that the FOOTNOTE for Safari window in D2 persists for Safari window in D1. As you can test, the FOOTNOTE will never go away automatically as long as you stay in D1 and don't quit Safari application entirely;
5) Click iTunes's icon in dock and system will take you to iTunes in D2 as iTunes was opened in D2;
6) With iTunes being the active application in D2, click Close button of Safari window in D2 (given the button is not covered by iTunes) and you will notice the FOOTNOTE will annoyingly persist on screen in front of everything forever unless you quit (cmd+Q) Safari application;
7) A relatively favorable situation is that you remember that the FOOTNOTE stemmed from Safari and you would only have to quit Safari to make it gone. Otherwise, you would have to quit applications one by one until the FOOTNOTE disappear.
