So last year I had my 3gs stolen so I went to a blackberry 8900 which made me switch data plans but now my 8900 is broken.. so right now my date says 6/20/2010.. but will i still be able to pre-order tomorrow for discounted price? and if not then if i put my sim card in my dads 3gs and call att to tell them to switch to iPhone data plan, then will my upgrade change?

Yes, it seems if your eligible anytime in 2010 then they will let you upgrade. Also, you can dial *639# and ATT will send you a text message stating whether your eligible or not.

The sim card has nothing to do with it. You can put your sim card in any phone you want, it won't affect your eligibility.

I've heard people saying that only iPhones line can get the 6 months bump.. guess not..

You should be able to pre-order on the 20th. This still might get you a phone on launch day. If not, shortly after.

Another option is to just reserve and pick it up launch day from the Apple store.
