Let's say Apple DOES go through with removing the Touch Bar in the next MacBook Pro redesign. Let's further say that Apple stops adding new functionality to it in further versions of their SDKs and developer tools. Might this lead to a diminished functionality as time goes on. Certainly, the vast majority of Touch Bar Macs are Intel-based.

But there is one Apple Silicon Mac that has it; the 2020 M1 2-port 13" MacBook Pro. Might the touch bar result in support support for that model dropping sooner than the other M1 Macs as a result of this?

Were it not for the Touch Bar, I'd assume that Apple would try to maintain support for all of its M1 Macs uniformly (seeing as there doesn't seem to be any other differentiating factor between them).
 
I doubt it. Apple hasn’t ever really done anything with the Touch Bar. They are still selling touchbar models now and it looks like possibly for the rest of the year. They will continue to support it for the next several years.

Even if they "dropped support", there isn't really much changing with this thing anyways, and indie devs can still have at it. It will just continue to function as it does currently.
