"A problem repeatedly occurred with YouTube.com" How to fix this?

So this just started to come up. I go to YouTube and I see an error "A problem repeatedly occurred with YouTube.com".

This is happening with Safari only.

I Googled and it said if I clear the cookies, this will go away. I clear the cookies from privacy tab in Safari preferences. This does go away. But it comes back soon after.

How to fix this permanently?
