In parts, yes, but you still need a 3D modelling and animation software do model and animate the 3D elements (planet Earth, dominoes, ...).

you could pretty much do all of this in motion, although as previously stated to get the highest level of quality you will need a 3D app to build the globe. I would recommend cheetah 3D for this. its not expensive or hard to learn.

having said that you could produce a spinning globe in Motion 4. The other problem would be the connecting lines, not impossible with motion but tricky. There is a great plugin though, have a look at the NoiseIndustries website and look for Nodes

I gave you the link to the cheetah 3d site in the previous post. if you're asking where you can get it for free then no. But i would try building it all in motion without a 3D app first, see how far you can get. In the content section they even give you a rotating globe as an example.
