a1398 820-3332 boots very slow

Hi so I have 2 machines now with the same issue one just came in 2 days back where the boots very slowly and the till the end of the progress bar stops there for hrs and hrs.I have changed the ssd same problem the gpu seems good as the graphics is not distorted.Also if you boot from usb pen drive macOS installer the same thing take forever to boot.I have 2 machines with the same symptoms .on one machine I have tried a lot of R&D nothin.Cleaned the ME changed the bios changed the Nvidia gpu and even Vram.now I am afraid to touch the second machine .
has anyone got problem like this one.
 
so further this is really strange if i use windows 10 or ubuntu it boots and allows me to install.What is this problem some firmware issue. I have attached my original bios not tampered at all. can someone clean the ME or repair bios maybe something i am doing wrong.
