So I heard the A17 Pro on the 15PM was the "Most powerful" chip on a Phone, with ray tracing. I was wondering how powerful it is compared with PS4/5 and the Switch? Apple didn't really say how powerful the chip was compared to a console.

I think the A17 Pro iPhones (and likely the M3 devices) could be great gaming devices. The iPhones also support 4k60 HDR output through the USB-C port, meaning you can connect them to a display via a cable and connect up a bluetooth gamepad. The Apple Silicon upscaling solution likely means that you should be able to get an upscaled 1440p image out (the 6.7" iPhone displays have 3.6 million pixels which is about the same as a 1440p display). It would likely be an internal rendering at 900p-1080p. Chuck in ray tracing and I imagine that you are looking at a gaming system around on par with an XBox Series S, but with the versitility of the Switch/Steamdeck (i.e. play portable or docked).
Of course, the one thing it needs are games but offering developers an audience made up of A17/M3 iPhones, iPads, Macs and (potentially) Apple TVs using a common platform might persuade a few more to engage.

Apple has the hardware. But not the games and developers. Just like the M chips have hardly changed anything in the gaming landscape, I doubt anything will change for iOS. Casuals just want to play F2P games, AAA gaming will remain confined to consoles and PC.
The iPhone versions of games like Resident Evil look worse than the console versions. Having a fan makes a difference.
So the A17 will be weak compared to the other available options due to a lack of active cooling along with poor optimisation. Digital Foundry have carried out analysis on games like Assassin’s Creed Shadows and it looks worse on the 15 Pro than it does on even a standard XboxONE, which is the weakest available console that it’ll run on. The Switch 2 will graphically be miles ahead of any iPhone for a long time regardless of raw power.

An iPhone isn’t meant to replace a dedicated gaming device like the Switch or Steam Deck. So you’re not wrong.
