Ability to Make Phone Calls on Mac Replacing Facetime Audio?

It seems that since the release of iOS 8, trying to initiate an audio Facetime call simply causes the call to be put through the iPhone (and hence its data plan). Has this "continuity" feature basically replaced Facetime audio? Thanks.
