I am planning to buy a refurbished Macbook on Apple store which is $1,164.94(shipping+tax), can I get full refund if I decided to cancel the bill before the shipping day?

Plus, I am leaving America at the end of June, I can not really wait until WWDC to decide whether to buy that refurbished computer,because I can barely get it before I leave.

Yes, but refurbished products are usually pretty quick to ship out in my experience. The longest that I've had to wait to get the "prepared for shipment" status has probably been five hours.

Here is what they said on the item shipping

Ships: 4 - 6 business days
Delivers: Jun 12 - Jun 18by Standard

If I decide after WWDC(I can not use computer until next Friday),it's really close for my departure time(I figured it would be Jun 21 at least for deliver)

It's about $20, not a bad deal. I am leaving at 28th of June. The earliest I can order after WWDC is 11th of June. Do you think they can make it?(I think is 11th plus at most 11 days until deliver, which is 22th of June,not bad:).
