About japanese iPhone unlock situation.

As we known that all of iphone which sell by japanese mobile carrier is sim lock,
and seem it hard to be unlock by IMEI method.

So after a new law from japan comunication committee, which force every mobile carrier to unlock all phone sell in japan to be sim free.

Are these situation change for an iphone that sell by japan carrier?
Can i bought 2nd hand iPhone in japan and unlock it with imei method?

waiting for that to happen too, i have a shop and i get so many guys with KDDI and softbank locked iPhones that cannot be used overseas
