I have a PB 15" 1Ghz and the Apple Bluetooth Mouse.

I paired it the initial time and it's considered one of my "favorite" devices.

My question is, when I want to use it, I usually already have the computer on, and then turn on the mouse, and nothing happens, I always have to open up my bluetooth prefs and click my mouse from the list, and then choose Pair New Device and then it picks it up.

Is this the normal method?

no this is not normal. i have a bt mouse and i paired it only once with my laptop although i have reinstalled OS X since then, i have my bt settings set to "discoverable" and it does take a few seconds for the mouse to work after a restart or sleep. try clicking the mouse a few times and moving it around before re-pairing it with your computer
