My iphone 4 is on 6.1.3 non-jailbroken and I want to get rid of 1.3 GB in "Other" memory by doing a "reset all content and settings". It's just like a clean restore, right? If the iphone would have any bugs, would this be the solution?

You phone would be just like it was removed from the box when it was new. It would remove any user introduced bugs.

Alternatively, try Phone Clean. The extra bulk might have been from application cache.
