the mini 4 - I've looked for a few hours and can't find any promotions. Am I just SOL for not buying over Black Friday or am I just bad at looking for deals? Any ongoing promotions I'm not finding?

If you can't find any deals and you don't need it right now, my advice would be to wait. It's not as if the price is going to increase from MSRP. Maybe some store with poor sales figures will discount it the weekend before Christmas. Or maybe we'll see refurbs hit the Apple Store online in January.
