AC3 in video player vs. Apple Store

Hi everyone,

I'm developing a video player using libvlc and I'm trying to figure out the ins and outs of having an AC3 decoder in there. VLC seems to block it for people in a US timezone, but works just fine for other timezones. Others seem to have either paid Dolby or found a workaround.

What exactly are the rules for adding AC3? I can't find anything anywhere that clearly states what we can or cannot do. Or how to license it if there's no other way.
