nooby here- cant seem to find out where the font panel is to open and increase font for senior eyes

have had g4 mac with tiger for 2 days

If you go into spotlight (top right corner) and type in font it should give you
a few options there or if you just mean your browser then go to file and increase text size(firefox) or safari has a button you can find that in view>customize toolbar
 
Also, you can hold down the Control button and use the scroll wheel on your mouse to use the zoom feature. You can fine-tune the settings for that in the Accessibility section of the System Preferences.
