Access root when not jailbroken

I have an AT&T iPhone 4 and bought an activation SIM card but it did not work. Asked why and was told to edit something in the root directory. However how do I access root directory on a non jailbroken phone??? Cannot jailbreak when it is not activated!

You cannot, by definition, access the root directory on a non-jailbroken iPhone.

I assume it is not an AT&T sim? If so you will need to Jailbreak and unlock for it to work.

Ok so Jailbreak = root access....

so you cannot get root access if you don't have root access (Jailbreak)

and not, currently you cannot Jailbreak iP4 without being activated first

Too bad it's impossible to find AT&T sim cards on eBay.
