I think I am going to switch to a mac soon but I wanted to browse the mac app store before I make the final decision.
Is there a way I can do this without first getting a mac ? e.g. from my iPad browser ?

No, to access the Mac App Store, you need a Mac running 10.6.6 or higher.

About the Mac App Store
Minimum System Requirements
  • A Mac computer with an Intel processor
  • Mac OS X v10.6.6 or later (Mac App Store comes with OS X Lion)
  • Internet access, fees may apply
  • An iTunes or iCloud account, or you can create a new Apple ID in the Mac App Store
 
Why do you need to access the app store? Its one of Apple's latest flops (IMO). The majority of the top downloaded apps are all made by Apple.

Sadly, I have not heard of any way you can access the Mac App Store without using a Mac.
At least not through the Mac App Store Application
You could google the Application you want on a web browser and you can open that page (similar to the Mac App Store) there.
