At work we all have pc computers and the is&t dept keeps an older version of windows and internet explorer on the computer .
Its impossible for me to log into icloud.com to check my email..

is there an another email service i can use to send and recieve my icloud.com emails?

If you cannot install another browser on to your computer, then your only other option AFAIK, is to use a smart phone, i.e., iPhone

Please note, that I updated your title, please use more descriptive titles in the future.
 
No smart phones allowed.. I head there is an web email service that can be used .. Mail.com ? Maybe???
 
If your work is so uptight that they don't allow smartphones. I'd think their cheeks would clench at someone checking their personal e-mail on a work computer.

Anyways you could use G-Mail and configure it to check your iCloud e-mail in it's POP3 settings or have iCloud forward copies to G-Mail.

Edit: Forwarding is a better option than POP3. It's faster at making the e-mail available.
