Accessing other home dirs from non root account?

I have some other accounts on my Panther install that I'd like to access without logging in as root. How can I do this? I can set permissions etc with root, but I chmodded a directory as 777 from root and it still isn't accessible. I used the -R flag.

I just change group to admin and allow Read/Write.
