My girlfriend disabled iCloud on her device and lost about 3,000 pictures that were on her phone.
According to iCloud storage settings, it looks like they are still there, but we can't figure out how to get them back onto her phone.

She doesn't use any other Apple products accept for occasionally my MBP or iPad so she does not have the device synced to iTunes on a computer. She also did not have iCloud Backup enabled.

What can we do here to get those photos back into her device?

If she signs back into iCloud and verifies that the iCloud Photo Library is turned on, they should come back IF all those pictures are indeed in iCloud.
 
Thanks. She never signed out. She simply turned it off in settings. After turning it back on she wasn't asked for sign-in info.
 
The photos will be visible at iCloud.com to download, if not syncing to the phone.
This has to be accessed via desktop/Mac and not from the iPhone
