I restored from an encrypted backups from my 11 pro to my 13 pro and in the activity app I don’t see any Apple Watch achievements and I had a lot!(Veterans Day, yoga day etc and many more), does it take time to propagate in the coming days or what? I have “Watch” and “Health” enabled in iCloud
 
Take your time. For me it was 24 hours and now they are back.
Did you do anything to engage it? i tried restarting the watch and iphone but that's really all i can think of as far as "trying" something..
 
I had the same issue here. I have it every single year. Last year I turned off iCloud health restarted the phone and watch and then re-enabled it. That worked perfectly.

This year, not so much. Spent over 6 hours trying to get it to work. The migration worked perfectly on my fiancées iPhone; mine did not. I did the toggle and it loaded about 1/3 of my badges. I ended up doing a restore of my 12 Pro over the migration from the 12 Pro and that worked instantly. It’s so frustrating that this happens every single year. There should be a much better way to transfer activity data.

Can you please detail exactly what step i should take to try to get the badges back? toggle the HEALTH on and off under the iCloud setting menu?

Yes. Toggle health off in iCloud settings. It will ask if you want to keep data on phone. Out of paranoia that iCloud isn’t up to date, I select yes. After, restart phone and watch. After they restart, toggle health on. I usually put the phone on the charger and lock the screen and let it sit for about 20 minutes. Usually that will jump start it.
