Activate icloud photos sync with iphone and mac how?

So if I activate iphone and mac based icloud photos, how will the upload of my pictures/videos take place?

Would I be duplicating the upload process if I turn on icloud photos in my mac and iphone? Both devices would start uploading duplicate items at the same time?

How is the synchronization/upload done? Is icloud smart enough to not upload photos say on my iphone if the mac has already uploaded the same photo to the cloud? Please advise. Thanks!

I enabled iCloud Photo Library on my Mac first, let it complete, then enabled it on my iPhone and let that complete as well. I did not end up with duplicates.
