Activate or transfer first?

Picked up the 5s today (upgrade from a 4).

Sorry - basic question, but this is only my second iPhone & first upgrade. Do I activate the phone first through Verizon, then transfer the backed up data or the other way around?

I'm going through iTunes, not iCloud.
