Activating a 3g....

I bought a 3g off of ebay, to hold me over till the iphone 4 i ordered is shipped(who knows when?).

I currently dont have an ATT account, can i activate it through itunes and transfer my number from verizon, or do i have to call and set up the account with ATT first?
