I have two iPhone 4's, one is a refurbished unit with a new line and the other is an upgrade with a functioning line, i need to know if it is possible to activate them outside the united states, or does the activation process require the phones to be made in the united states using at&t's network? also since the phones are within the paramaters to be jailbroken and unlocked do i have to activate the phone first to be able to jailbreak/unlock it or can i skip the activation process all together?

You can activate them officially with any at&t microsim from anywhere in the world. You just plug it to itunes with the sim in the phone.
With the latest JB tools you can also skip it and just hactivate it using limerain or greenpoison.
